Why not use an external banned users cfg file (or an sql db) on a web server (or another server), with an FTP access, update it each time someone is banned, and re dl it each 10 minutes for exemple...
For exemple, Nicolous has made a script like that, which allows you to use a bannedusers file on a web server, but doesn't update the file when someone's banned.
