Puts the tagged text into a box similar to the code or syntax boxes - maybe a lighter gray and italics or something with "Off topic:" above it.
Then encourage people to use it when going off topic in threads (to help those who are getting a bit confused - especially newer forum users - about whats going on in their threads).
Example: http://forums.mattie.info/cs/f...hp?t=22112 : though no ones actually confused yet it could easily turn out that way etc.
