Allows you to provide a timestamp (meridian seconds format) to get a list of all addons updated (in terms of new versions as well as addon details etc.) SINCE that time.
List would be in simple text form with one addons per line (addons basename).
Background: it occurs to me this will be useful for my Addon Utils script and other similar scripts. It means on map start I can check for updates to scripts on the server (since the last map start) and download any updates: caching the data on the server. VERY useful as is will speed up my current method by MILES.
