Allow project owners the flexibility to have people vote on their projects without requiring them to login. By default they require logins, but they can disable that if they want to live with the pain of having possible click inflation.
IMHO, Login should not be required as it deters users from providing feedback.
Would still be good to use a capcha and an email in order to prevent spam and be able to get back to the users with questions etc.
