I think he is just talking about player count team balancing, like mani does, etc. I think it would be a bad idea to balance by level frequently because you would switch teams a billion times. Maybe if it only happened when someone got to the second to last level or something...

No way! Balancing by level would not be a good idea because you would be switched a lot, it would be very confusing especially in a deathmatch game. If teams were balanced by points it would cause a lot less switching and would hopefully provide a much more even experience... Just a thought...
